Applying for an Exemption to Operate Under Level 4 for Auckland Based Product Suppliers

Applications to resume operating under Level 4 as the manufacturer or distributor of a specified building product are due 5pm today, Thursday 9 September

Current specified products are:

  • Coated roofing steel
  • Plasterboard and gypsum plaster
  • Cavity insulation

MBIE is able to authorise only 100 workers in total across all businesses and services to complete this activity for the above specified building products in Auckland. Authorisations are valid for seven days from the authorising date.

Note: this process applies only where a business or service does not already meet the Covid-19 Alert Level 4 businesses and services criteria for continued operation.

Process for requesting that another building product is included

MBIE has a second application form, to request that a different building product is included within these exemptions.

To submit interest for consideration of a building product to be added, you will need to provide MBIE with evidence of the following using the 'Including New Building Products - Submission form' on the MBIE website:

  • How the building product/s produced is/are a critical component of residential construction, where "critical component":
    • Includes a product that is integral to: the structure of the building, the internal fit out of a building (e.g. walls and doors) or a building's utilities and services (e.g. plumbing, electricity, communications)
    • Does not include finishing or cosmetic products (such as paint, wallpaper, floor coverings) or chattels and fixtures (such as kitchen and bathroom appliances or fixtures).
  • That supply of such product/s is severely limited throughout the country as a result of domestic manufacture primarily taking place in Auckland
  • That the work will be undertaken with the minimum number of staff safely required
  • That health and safety protocols in place to minimise the risk of COVID-19 transmission.

MBIE will provide weekly advice to Covid-19 ministers on the building products that meet the criteria. The final decisions on including building products are made by Covid-19 Ministers.
