A Producer Statement is a formal certification that indicates the building work, design or specifications provided meets the technical requirements set by the New Zealand Building Code or the conditions of a building consent.

There are four types of producer statements, each signed by a recognised specialist (usually an engineer, architect or LBP licensed contractor) working within their scope of expertise. The specialist must ensure that the PS issued is complete, accurate and that they have met the requirements of their industry code of practice.

Product statements and their differences: 

PS 1 / Design:

The design professional who has been involved in the design stages should complete this statement. The information should include:

• The specific site and/or building description and date the design work was completed.
• Where the producer statement is intended to apply to part and not all of the building work that should be clearly stated and the scope specified.
• Construction monitoring levels (if applicable).

PS 2 / Design review:

The design professional who has been engaged to provide a design review should complete this statement.

PS 3 / Construction:

Often used by the installers of proprietary systems. The person who has undertaken the building work or installation completes this statement.

PS 4 / Construction review:

The design professional, who has reviewed the work of the contractor, issues a PS4 to confirm that the building work has been carried out in accordance with the consented plans and the building code.

• A PS4 should record the level of Construction Monitoring/Observation carried out by the Chartered Professional Engineer (or by persons acting under their control).
• A PS4 should be accompanied by records of the construction monitoring undertaken to support the opinion of compliance.

Belowground waterproofing

Despite its critical importance, belowground tanking is currently not governed by any code of practice or NZ standard and it is not a restricted building activity. Belowground waterproofing specified projects are often asked by Building Consent Authorities (BCA’s) to have a PS1 submitted as part of a consent package.

Allco is often asked if we can produce a PS1 for a project where our Volclay Waterproofing System has been specified and although we offer to assess and make recommendations of how our Volclay System would be applied to the project structure, Allco isn’t the designer of the project and we are not accredited to complete Producer Statements which will fall on the realm of the engineer or project architect.

Our Allco approved applicators are usually LBP licensed and able to provide a PS3 for their installation and supply that to the construction team as part of the code compliance when required.

In some instances, Allco can produce assessment letters for the project stating we have assessed the architectural details supplied and that they conform with the BRANZ appraised methodology of our Volclay System and its compliance with NZBC B2/E2/F2 and in many cases, this letter is sufficient to inform and appease the BCA’s request for and Producer Statement.
